Having been a long time advocate of an armed citizenry, I have researched all the commonly available rifles on the American market.
In terms of cost effectiveness the hands down winner is the Russian Mosin Nagant. Pronounced mo-seen na-gon. The rifles come in several versions, all using the same action. They fire the 7.62x54r cartridge which dates from 1891. They standard rifle, called the 91/30, has a 27 inch barrel and supports a remarkably long and ugly spike bayonet. The magazine holds 5 rounds and is fed with stripper clips. The stripper clips require practice to effectively use. They are accurate, very robust and simple to maintain and operate. They can be had for less than $100 from numerous online and local sources. Ammo can be had for about $80 for a 300 round spam can. There are two bullet weights at 147 gr. and 182 gr. available, respectively referred to as light ball and heavy ball. I recommend the heavy ball. There are several "carbine" or short rifle versions called M38, M44, and M91/59. These are more than adequate as brush hunting rifles The stock sites allow for rapid site picture acquisition. No other rifle comes close in terms of cost effectiveness and relative utility. While they are slow and heavy, a 5 man team should be able to use these rifles to deter looters and gangs in a SHTF scenario.
